for the 89th Session of the Grand Chapter of New Brunswick.

Notice of Motion No. 1 - received November 9, 2018

Notice of Motion to add a Service Dog Committee to the list of Standing Committees of the Grand Chapter of New Brunswick, Order of the Eastern Star:

I WILL MOVE OR CAUSE TO BE MOVED THAT:
the following new committee be added to the list of Standing Committees of the Grand Chapter of New Brunswick as found within the Constitution Article X.1 Standing Committees pg. 8 of the CL&R.

SERVICE DOG COMMITTEE
The Service Dog Committee shall consist of three members. Each year one member shall be appointed for a term of three years, thereby staggering the term expiration dates of its members. The duty of this committee shall be to develop a program whereby the Order of the Eastern Star will actively support a respectable service dog organization(s) in our Grand Jurisdiction, while promoting and encouraging support of the widespread recognition of Eastern Star’s primary and permanent identifying charity of service dogs. Committee members should be knowledgeable and informative regarding service dogs and strive to support our membership and subordinate Chapters with ideas for promotion, community involvement, fundraising, public relations, etc. This committee will work in partnership with other Grand Chapter committees as well as the assigned General Grand Chapter Service Dog Committee Member(s) as appropriate to assist in the continued success of this charitable program.

Rationale:
At the 48th Triennial Assembly of the General Grand Chapter, Order of the Eastern Star, Service Dog was established as the primary and permanent identifying charity of the General Grand Chapter along with the adoption of a Service Dog Committee as a new Standing Committee. The overall goal of the program is for the general public to identify Eastern Star with Service Dogs just as the Shriners are recognized with the Shrine Hospitals. Worldwide Eastern Star members generously supported the General Grand Chapter Service Dog Project in 2009-2012 raising over $1 million. While this resolution creates a standing Service Dog Committee charged with placing Services Dogs at the forefront of our identifiable charitable efforts, it is not intended to replace support of our other important and long-standing charities of our WGMs/WGPs and New Brunswick Grand Chapter.

CHANGED TO READ
Delete all of 8c from the duties of the Finance Committee.

This was recommended by Sis. Carol Sutherland, Chairman, Finance Committee in her Finance Report of 2018. This was a duplicate of information and therefore an unnecessary printing expense.

ARTICLE XII EXPENSES

1. Officers, Boards and Committees
(b) Mileage shall be paid to the Worthy Grand Matron, Worthy Grand Patron and District Deputy Grand Matron, for their official visits, at the rate of twenty-five cents ($0.25) per kilometre or as recommended by the Finance Committee and voted on by the Grand Chapter. If the Worthy Grand Matron, Worthy Grand Patron or District Deputy Grand Matron travel together in the same vehicle, only one shall claim mileage.

Article II, Sec. 1 DUTIES OF OFFICERS

1. WORTHY GRAND MATRON
(h) She may appoint Grand Representatives to represent other Grand Chapters in New Brunswick, for a term equivalent to that granted by the reciprocal Grand Jurisdiction (not to exceed three (3) years) and may recommend the appointment of Grand Representatives for New Brunswick in the other grand Jurisdictions. Any member who has been an active and contributing member to the Chapter for a minimum of five (5) years, with the exception of Past Grand Matrons/Patrons, is eligible for Grand Representative Commission. A Grand Representative who is a Present or Past Matron/Patron and is appointed or elected to a Grand Office shall relinquish the Commission and the unexpired term shall be assigned to another Sister or Brother.
